When I look back at the replica drones, there still questions remain unaswered and others unsurfaced which brings me to include this scene:

“Replicating Infinite Stratos units… What do you think about it, Jinrai?”
Jinrai and Gerald are in the operations room with their backs leaning against the wall. Suspicious as it may be, the two remained puzzled as to why anyone would resort to copying the IS’ features let alone the fact that they’re based on the Academy students’ personal units, coincidental or otherwise. Jinrai rubs his chin and examines images from Inami during his encounter with the Replica Jabbers, amazed by the close replication of features despite having the standard Jabber drone’s frame as a base.
“It is certainly a good way if you want to… propagate against the IS System. Either that or whoever made these replicas wanted to display that they could make something better.”
“Replicating and improving huh…”
Gerald recalls the time when he was still working in Hyperion alongside his colleague, Ryan Clause. Back then, Ryan has always been the one to deliver critique to projects and improve them his own way without heeding the advice of others. While it does improve the results of the projects, he would still receive backlashes from the projects’ originators on the grounds that he modified their work in ways they do not favor. Nevertheless, Ryan dismissed their claims and retorts with the projects’ successes.
Much like the Replica Jabbers being drones, their combat capabilities were seemingly improved due to the lack of human conscience hence they do carry out their tasks with neither question nor doubt. All the thoughts only makes it clearer as to who Praxidike might be up against.
“It all adds up then. Only Clause would have the audacity to pull off something like this.”
“Your Hyperion buddy?”
“Then again, he would’ve only gone as far as outfitting equipment or weaponry. Cosmetic replication isn’t really in his character…”
“Now that you mention it, Gerald… While they could have somehow gotten enough visual data to replicate their appearances, isn’t it odd that they were able to replicate their weaponry as well? Where do those data come from…?”
Gerald’s thoughts snap into a void, as though everything vanished for a brief period when he realized he overlooked an oddity. There’s no denying that Jinrai has brought up a significant point. As far as Gerald is concerned, Clause rarely creates new idea from scratch and even when he does, it has always been based on existing ideas that barely left the drawing board. Ironically, this trait is what launched him up the ranks into project advisor while Gerald himself remained as an engineer.
Uncertainty began to cloud his mind, thinking that it might not be his colleague behind the drones after all despite the jarring similarities of the Jabber drones to their once-hopeful AI project. He shakes off the thoughts and focuses on the oddity of an unknown source that’s supplying the terrorists with data on present IS units.
“Hmm… I… I have no clue. Now that you asked, it is weird that someone outside of a research institute would have data on something as exclusive as the Infinite Stratos.”
“Inside job, maybe? Everyone has devils inside them.”
“It is a possibility…”
What do you guys think? I might as well give you three guesses on who's the one providing them the data.
