Ashe, Caitlyn, Sivir, and MF(Graves is just behind them) are considered by riot to be the common/easy to learn so more commonly free AD ranged champion and there will always be 2 free and Tristana is assumedly on the never free list because of FB thing(though Alistar is free plenty despite the YT thing

Also Pulsefire Ezreal looks pretty nice with the skin upgrading as his ult levels.
