I think that what Chikorita157 is saying is that in a traditional harem setup, you don't have one central over-riding romance, and simply the presence of a lot of other girls.
In a traditional harem setup, there's a real sense that, at any moment, the male lead
could conceivably choose
either of the girls, and it wouldn't feel disjointed from the plot. The key with a traditional harem setup is to keep the girls very competitive with each other, and keep the guy's options as open as possible, until almost the very end (if even then).
