In other words, no. Wendy is far from the first.
Natsu has used it twice: once when he ate lacrima infused with Etherion to fight Jellal, and later when he ate Jellal's Flame of Rebuke to fight Zero. Sting and Rogue can activate it at will and used it against Natsu and Gajeel in the GMG.
