yeah, Carl has a 9k, Arakune has a 9k, and Tao can go off the map, but those are the exceptions.

Litchi can pull off 5k meterless from almost anywhere on the map, she's just God Tier.
The thing about the average 3k is that most characters can do that without using some kind of gauge.
Rachel needs at least one wind to achieve even 2k. Anything above 3k probably needs a combo of wind and 50% gauge.
The only Rachel 5K combo I've heard of requires
5 wind, yes imagine how long and tough that combo must be to regen a wind while comboing.
