I did consider that, though it's more risky. After all, Shu is so timid that Gai can already manipulate him, with Inori's seductiveness to help. Sending Shu into the hands of the enemy may draw out said enemy, but also put his possibly greatest weapon at risk.

Of course, from what we've seen of Gai he just might be Machiavellian enough to do just that.
