I got the feeling they would have pretty much 'perfected' cloning before using it on an 'important' subject, but that's just me.
Still, it doesn't explain what's the point in creating a clone of a Level 5... And not make her into an Esper, there's no reason not to even try.

I still can't see any reason for them to do that, I mean sure they could- but why wouldn't they?
How would she be more valuable as a normal girl, or even a test subject, as opposite to being an Esper?
