I think that it has been mentioned that Ise's basic stats have increased, due to him being reborn as Ophis and Great Red's "child".

So, it might be possible that Ise's basic abilities have already increased, after he received his new body, it's just that we haven't seen that yet - since in volume 12 Ise, was in his Balance Breaker mode for the whole time, when he was fighting someone.
