Nah, it's not an expansion. The PSP port of the original PC Seinarukana is an all ages version that comes with new CGs and has an improved scenario. The Seinarukana SE is a backport of that PSP port to PC and it also includes 4 other games, which are the fandisc of Seinarukana, both the prequel and the fandisc of the prequel, and the newly made ADV based on the Eternal Sky drama CD.
That new character there will be in the Eternal Sky ADV.
