Well, I'd put Sket DanSu as high mid-tier / low upper-tier. I believe one of the things that kept it afloat long enough to become better is the slew of interesting characters that were added gradually. I honestly prefer its gags to Gintama's since the later can be too derogatory for my tastes at times. I'm actually looking forward to the backstories and characters like Roman and her manga that's practically asking for tsukkomi in every panel.
The subtle hints of romances are also nice.

Hmm personally I need to catch up, last chapter I read was ch111 and it looks like scans are now upto 143. Don't like reading manga weekly/monthly, prefer to have a large batch to put and hour or two into. This should be enough....
