-)Daru is the one repairing the time machine, and Okabe was the one who built the divergency meter. So its safte to assume that the one(s) who built the time machine were daru and Okabe. Okabe however, died before the time machine was finished.
This this part is backed up by daru stating that the time machine's generator looks like the phone microwave's.

And yeah, Daru's perverted comment to Suzuha would turn out being pretty gross oO

I have to admit that it's pretty obvious though. Well I guess we have to wait for Okabe to return with the information about the Badge's buyer to be sure. As for my bet see above .
