Well, Shana did decide to make her confession on episode 12, only to be interrupted by Pheles. Not sure when J.C.Staff is going to decide to end this love rivalry, if anytime soon at all... At the very least, on that episode, Shana decided to take the initiative while Kazumi just went "can I wait?"
