Okay, that is more understandable then. Yes, they are actual threats, and the only reliance we have for them is the fact that, however tenetively, Ivankov controls Crocodile. I can't really account for Mr. 1 or Mr. 3, but Buggy and Mr. 2 could be said to have been 'forgiven'...through the powers of Friendship
