First of all, if you're expecting any action in the form of Law of Ueki, Busou Renkin, or really, any fighting in general, you'll be disappointed. It'll be like expecting the same things from Naruto when you're watching Air. Don't set your expectations like that and you'll be fine.

Problems might be dealt with, unsolved or remain there. Each episode is its own story with a different cast of characters and a new theme. Really, one of the charms of Mushishi was the unknown resolution of said story. And considering some themes explored and if you can identify it/them, you'll notice how today we're still asking those same moral questions. So really, form your own opinion if you haven't already of the issues we haven't found an absolute answer to.
