I know Shu couldn't hear her. I was commenting on the whole irony of the thing, as a viewer with additional knowledge. Her death results in him (potentially) becoming the type of person she didn't want him to. It's really sad. Hare is the self-sacrificing type. Remember when she was talking about the story of the kind king? She still liked him even though his kindness screwed the kingdom over. The same goes for her desire for Shu to be kind. It's naive and will certainly screw things up, but that is Hare's strong belief.

This entire episode had Shuu being indecisive because of his kindness. He doesn't want to discriminate anyone, but he also knows that it's not realistic to be fair to everyone due to their resource problems.
Even if it is kind of ironic that he will become someone that he and Hare never wanted to be, but Hare's death (which was in a way the fault of those lowest rank void users who wanted to proof themselves) caused Shuu to believe that he was wrong the whole time.
Didn't mention Tsugumi in this episode that Gai once said that "sympathy only hurts people"? Unfortunately for Shuu, Gai was proven right after this episode's events
