If anything, Subaru and Teana failing the test is even more evidence that ranks are worthless for comparing power levels... they're still just as powerful, but no shiny button for them! Makes sense though, since there are probably minimum mage-rank levels for high-level positions in the TSAB and advancing people who aren't ready for the attention that implies isn't a very good idea.
It's clear that there's a ceiling for anyone not interested in command in the TSAB; Nanoha and Fate have probably come close to hitting it if they haven't already. They're probably more famous than their higher ups (ok... most of Hayate's higher ups) anyway, who cares.

Nanoha said that they failed the test, because they put themselves into too much danger completing it, and lack of information gathering I think? (houkoku furyou) I assume it has to do with their crazy charge into the barriers at the end. She does say though, that there isn't any question as to their skill/power levels. "Those that can't keep their own partner safe, won't be able to protect anyone."
Next part I'm not entirely sure on as I don't want to spend the time on it, but the recommendations let them do something 3 days from now. I believe they are both given special permission to train at the main office, despite failing the exam is what it is. So starting next week they will have a whole new set of strict sempai's to meet she says. Then they get offered a spot in Mobile Group 6 of course.
So apparently Teana and Subaru are still Rank-C mages then, but their actual power level is around Rank-B.
