^ Yes, there is, but they opt to stay behind the curtains and nuking reported posts (janitors) or banning people outright (the true moderators). It's only noticeable if you see the 4chan archives, because you can see the deleted posts.
In a sense, 4chan has mods, but everyone can contribute to the moderation.
