Absolutely nothing. Tsutomu did it in the finals last year against Kana. He flipped
all of his cards, playing the odds. (He was behind 10-2 or something.) But it's more tiring and doesn't bring much of an advantage.
I'd like to know where this "it's bad manner to rearrange all your cards" was when Mizusawa was playing the quizz champions... Heck, when anyone was playing them. And really, if it's not illegal, shouldn't he keep his mouth shut?
