The best I've ever found was an RCA to USB:
SIIG Video Capture. Otherwise, the only thing that would even attempt RGB to digital would be an Analog to Digital converter box, but you'd never find one for $50~, and even then, then almost never go to USB (just HDMI).
What exactly are you trying to do? If you've looking to do something with HD video capture, there are easier ways to do it.
