Okay to start if off note that Kakine wanted to negotiate with Aliester for something and he was willing to go to ridiculous lengths to do it. That's why he wanted to kill Accelerator and become the Main Plan, so Aliester had no choice but to listen to him. He also tried studying underline for it, and mentioned he tried many other things. He explicitly stated that he didn't care about rankings, just negotiating with Aliester. So the question is: what could he have possibly wanted from Aliester so badly?
In Volume 15 he says "In the end you are the same as me, unable to protect anybody." Add to this line how in this series there is a lot of focus on people wanting to protect people. This leads me to the conclusion that Kakine desperately wants to save somebody. But Kakine is a level five with a power that could literally do anything (I'm guessing with his powers and Academy City's medical technology they could save any life no matter the illness). So the person is likely being held prisoner or hostage, but again Kakine is a level five, who could hold someone hostage from him? If it was just an issue of him not knowing where they were being held prisoner then Kakine would be focusing on finding the person and there would be much faster ways of doing that (holding hostage a few board of directors members etc). So I'm left to conclude he/she is in the only place that a level five couldn't break into: the windowless building.
Add to that how Kakine's coming return was revealed in the same volume that it was revealed Aliester had someone in the building and you get the reasons for my theory.
Of course all of this depends on Kakine wanting to save someone, so if it turns out that wasn't his goal this theory will completely fall through I just think it's likely given everything in the series so far.
