Only an international effort that levels the playing field could provide the means to make them pay more taxes. However, the own interests of the very nations that could benefit from a concerted approach, stands in the way of getting there. Every nation wants to outsmart the others... in the end they all loose - being outsmarted by multinational corporations (this applies also for states on national level and cities on state level).
