Here is the thing, Hitagi is a human, and she'll always be a human. There is a reason why she doesn't appear in the series all the much. It's very hard for a muggle to appear alongside a bunch of monsters and fight on the same level.

Hitagi will never get any powers and will never be a badass. Deal with it.
