Shakugan no Shana FTW. It has really good romance that makes you laugh sometimes because of all the jealousy that occurs. The action was ok, at least its there to sharpen the story. The anime is well drawn as well.
Full Metal Panic is also good because great romance and awesome action. You could alsowatch Full metal Panic? Fumoffu if you only want to see more romance then action.
