Actually they explain it later in the manga as Nyuu/Lucy are "people with horns" or like a mutant. "ディクロニウス" (deikuroniusu, I dunno if that's it's supposed to be german or some medical term) is what they are called in the manga. Those scientists captured her to study her, and some higher up guys wanted to breed with her to create a new race of super-humans

Right now it might seems that Elfen lied == Beautiful/Ugly world + more gore, but actually

Is it only 13 epsiode planned? I hope there would be more, the manga does get more intresting as it goes on...
