well...she is the strongest ninja in konoha. Physically, and experience wise, she's fit to be kage.
Mentally...
between the gambling/drinking addiction, mental hangups (she's really open to psychological attacks) and temperment, I don't think she is.
Essentially, she's too flawed. Too human.
the 3rd cared deeply for EVERYONE. He was benevolent, wise, and strong/skilled. The 4th gave his life to protect the village.
meanwhile our new hokage is running from her past.
Not to say Jiraiya is mentally fit either. I mean...he DID fall victim to Harem-no-jutsu....
