Also, given how Gai must be intuitive enough to know that GHQ played god cop with this kid and offered him a plausible (if not totally honest) "get out f jail free" card. If I'm Gai, I'm trying to be nice to this hormonal and unpredictable kid so that it doesn't cause unforeseen consequences down the road.
Gai's Machiavellianism is pretty shoddy and ill thought out.
