His arrogance had nothing to do with his own merit. If he didn't have his devil fruit, he'd just be another cowardly loud mouth. For all his boasting and self-worship, he couldn't even face a 17-year old boy, even IF that boy happened to have his weakness. Zoro, Sanji, and Wiper all faced Enel, even though they couldn't do anything to him, but that cowardly hoe ran away after all his mouth running. Honestly, I wish he died.
