Nope. Chifuyu is casual friends with him, but not to the degree Ichika is. Sarashiki Child friend/SCF fills in that role more since he (I'm leaning towards he) is in a complete "Just friends" relationship with her. He even took a lie detector test that asked if he wanted to be in a relationship with her: He answered yes in a completely straight face, but the lie detector called out blatant lies.
The biggest problem isn't introducing Charlotte but rather Charles. The point of the male disguise was to make Ichika more trusting, which might have the opposite effect if you tried it on a girl. Now I'm stuck.
