I would start by pointing to
Seirei no Moribito and
Bakeneko/Mononoke as a clear refutation of that thesis.
Dennou Coil is another obvious candidate in the quality animation category. All of these appeared in 2006-2007.
I like some of SHAFT's work, but much more for the style of illustration Shinbou employs than for the "animation" itself. Having just watched the
Madoka movie in a theater last night, I was struck by how many static scenes there are in that show. Most of us remember the witch fights and forget the scenes where the characters sit around drinking tea and talking for minutes at a time.
My favorite studios remain Madhouse and Production I.G. I also have enjoyed shows from Brains-Base, but more because of their selection of off-beat subject matter than the production values.
