It depends if they're trying to attract new viewers or if they're merely aiming for fan service. Final Fantasy VII: Advent Children was a successful example of the latter -> story was an afterthought since the main purpose was to present flashy battles featuring everyone's favorite characters.
Since Geneon recalled the team in charge of the TV anime, I think they're targeting people who already watched and liked the series. If so, they might skip many of the plot details on the assumption that the viewer already knows those things (and for hardcore fans of the visual novel, it might serve as pretty fan service).
