If giving cookies actually did anything useful I'd say it wouldn't be allowed, but since all it really does it make your green bar bigger...there's really no reason to say people can't.
Besides, they'd have to spread that rep around sooner or later. If all they did was rep the same people they'd hit a wall pretty quick.
