21 yrs prison sentence is actually the highest penalty anyone can get under Norwegian Law for committing a crime. This sentence is actually an unprecedented one as far as Norway goes. Whatever the outside world thinks, not many can argue against the Norwegian system. Their system is based on true attempt at reform than anything else.
As far as you and me go from outside looking in, those are just crazy talks.
