Really, what were they doing with the animation this episode? Tsuchimikado and Oriana looked pretty weird (especially Oriana's hair). Fukiyose looks slightly different from before as well.
I tried posting excerpts but there's so much important information on the specifics of how the magic here works that it exceeds the text limit by far.
As such, here's Fukiyose's collapse only:

He saw it.
The thick piece of paper that’s stuck on the seventh pole with tape has the words ‘property of Noyi Middle school’. Is this pole borrowed from other schools?
Tsuchimikado said.
This is a tag to prevent them from losing it.
(It’s not this!? Then, where’s the real ‘shorthand original’!?)
Kamijou frantically looks around.
At this moment, the whistle is blown. The march that was being played on the school’s audio speakers stopped airing.
After that, another hand stretched out, and grabs onto the eighth pole.
“Really. Kamijou Touma, what are you doing here?”
An accusing voice was heard.
“I’ll ask you for the reason later, so right now, leave quietly. The match has to stop, since it’s impossible to have a fair game when so many posts are down.”
The committee member, Fukiyose Seiri, looks at him with a surprised look.
The girl is wearing a thin jacket over her P.E. attire.
“You hear me? Do you still want me to force you to eat calcium?”
But Kamijou isn’t looking at her, and neither can he hear her voice.
In Fukiyose’s hand…
There’s a piece of paper between the metal post and her soft palm.
It’s a piece of paper that’s taped on.
Kamijou hopes that the thick piece of paper is an ordinary piece of paper like the one on the seventh pole.
There’s blue words written on this piece of paper, and it seems to be written in English.
PAcha!! Suddenly, a strange sound is heard.
Fukiyose’s body is shaking.
“Fuki…”
Her hand leaves the post lifelessly.
On the position she was holding onto, there’s the words ‘Wind Symbol’ written in blue pen.
“Fukiyose-san—!!”
Kamijou can’t help but shout out, but Fukiyose didn’t respond.
Just like this, Fukiyose’s hand leaves the pole, as she falls onto the ground. Pow. It’s a lifeless way of falling down. She’s on the ground, and can’t move her limbs. One can associate her expression with a deflated soft leather bag.
ParaParaPilaPila, around Fukiyose, the sound of air being compressed can be heard.
“Wha…what?”
Mikoto is surprised as she lets out a cry. But among the participants, it seems like only Mikoto realises that something strange is going on. Though the other students look suspiciously, nobody expects this to be an unknown attack from the magic side. As there are so many ESPers taking part in this battle, nobody will find it strange even if something unbelievable occurs.
At this moment, Tsuchimikado manages to get beside Kamijou.
“(…Kami-yan, hurry up and knock Fukiyose! She’s not a magician. She’ll be in danger if this continues!!)”
Hearing Tsuchimikado, Kamijou collects himself. He rushes towards Fukiyose Seiri, who’s lying on the ground, lifts her up, and brings his right hand behind her.
Pashoo, a deflating sound can be heard.
Even so.
Even so, Fukiyose Seiri hasn’t recovered.
“Damn it…”
He knows the reason. Between Stiyl Magnus and Fukiyose Seiri, there’s a difference in magic resistance. Even a magic specialist like Stiyl got hit badly. Fukiyose Seiri, an ordinary person, was attacked without warning. Anyone can expect what kinds of outcome will this warrant.
But.
No matter how anyone thinks, the doubt in the brain can’t be stopped.
Why?
“Tsuchimikado!!”
“Calm down, Kami-yan. This is just physical fatigue caused by removing some lifeforce—didn’t I say that it’s like severe heatstroke? The health room…probably won’t be able to save her. If we call an ambulance now, we can still make it. At least it’s better than letting her lie down in the sun.”
He calmly says what they should do.
But, saying something like this isn’t convincing. It’s like saying, because he’s a specialist, he knows the seriousness of the situation, so he won’t purposely say anything that will make Kamijou optimistic.
From the tent in a corner of the school compound, several committee members are running out. They must have realised that something is wrong. One can also see teachers among them as well. In their eyes, it seems that they feel that Kamijou and company are hesitating, not knowing what to do to take care of this girl who suddenly fell down.
The committee and staff members quickly grab Fukiyose’s body from Kamijou’s hand, and quickly move somewhere to establish contact.
Kamijou Touma, who’s left alone on the same spot, slowly gets up.
He lowers his head and quickly swings his fist to the side. DANG!! With a metallic sound, that piece of paper that Oriana stuck on the pole shakes. Mikoto stares at Kamijou, looking surprised, but Kamijou doesn’t mind at all. On the piece of paper that was hit with Kamijou’s right hand, the words on it vanish as if it melted away.
“What a brilliant idea, huh, Oriana Thompson…”
His vibrating lips start to move.
“If this was your doing, if you are willing to involve innocent people into this situation without guilt—”
He lifts his head, looks in front, and declares.
“—THEN I’LL USE THIS FIST OF MINE, TO SMASH THAT NONSENSICAL ILLUSION OF YOURS COMPLETELY!!!”
To Saturn Beaver: That girl is Kongou Mitsuko, a Level 4 with the ability "Aero Hand" which propels the objects she touches with a strong gust of wind. She and Kuroko have a rival thing going on between them and she's a stereotypical self-centered ojou-sama type.

I mean Touma knew there was a chance that feedback would happen yet after Fukiyose is hit he stands there looking on and we have Tsuchi tell him the basics and what to once again, even tho he should already know.
As soon as Fukiyose was hit, Touma should have ran over and dealt with the problem straight away.
It would have shown that the lad can think for himself and would have made the scene much better overall.

It's called being in shock. Tsuchimikado snapped him out of it. The episode didn't portray this very well, though.
