I don't know if she was the most senior in the town watch, but she certainly was in charge every time we saw the town watch, even having much older people (all those nameless town watch guards) take orders from her, and come to her for advice. It's one of the things where I am happy they changed it, since a 19 year old girl has no business being in charge of the town watch.
