Because she is the ace pilot of the group. Those are Lulu's words... and she was in the original group of the black knights, and i think we can agree on the fact that Kallen is his most trusted person in the order. And he knows her outside the OoBK as well.
At one point he asked her if she wants to know his identity... but she chose not to ask. Also he offered her the chance to drop out right before he "sucided" the JLF ship
CC aside, i think Kallen is the only one he trusts to some extent.
