Honestly, the only character who managed to avoid annoying me in some way was Quattro, who had better somehow come back.
Before the finale started I would have voted for Jail, but he picked up one of the most epic Villain Balls ever. I mean, what kind of idiot sends two people to guard the ship on which your entire plan hinges? Everyone should have been on that thing, since there's nothing the Ground HQ can do once it can be annihilated from orbit, and there was absolutely no purpose on staying in that base. Furthermore, if you've got a way to reincarnate yourself, don't put all your sources of reincarnation in the same battle. Jail should have had dozens of dormant or undercover Numbers scattered throughout the known universe.
Quattro got owned, sure, but she was making do the best she could considering how much of a massive idiot Jail was for putting only her and Deici on the ship. In my opinion, she more or less took over the mantle of main villain once Jail proved too dumb to live.
