Ubuntu is based off of Debian. What you do is right click the object you want to change, click properties, then click the folder/program icon (this should show a box around the icon and pop up another window) then navigate to the folder that your icons are in, and voila, it should change. Also, if you have a mildly newer version of Ubuntu (6.04 +) you should be able to right click the icon and choose "stretch icon" to resize just the icon to your liking.
As for the Kona-chan desktop mate thing, that won't run in Linux by itself. I'm not too sure if it will even run adequately in WINE, but you could give it a shot. just open a terminal and type:
sudo wine ~/[wherever you saved Kona's .exe file].
