Well, you can do that. But doing this doesn't necessarily solve everything either. You still get factions forming, people seeking revenge, and people preoccupied with an artificial measure of status.
But I will say from personal experience that you do get less negative rep if the person knows who sent it. The vast majority of the neg rep sent was of the "anonymous coward" kind.
