I suppose this would be a cross post, maybe I should remove the other one in the fanfiction thread. I was intent on being the first to share a character, however I was stuck when arriving upon the "Alignment" value. I had to force myself to remember the RPGs I had played and look up their descriptions. Anyway in the end I decided to toss it out the window.
A small note, I intend to place this character in a potential work called "The Bureau (working title)"

Personality
Setsuya Amemiya is known as hardworking and understanding to those around him. He may not be the most affable member of TSAB, but once one gets to know him he emits that “nice guy” vibe. He helps out, he leads by example, but whether or not that is simply a façade is unknown. Amemiya has his own demons as well, and he hides them very well. A decade-long injury forced him put 200% into realizing his goals, and it forced him to be a patient, tireless person, but the scars of that same wound has brewed a melancholy cocktail of a heart. Amemiya feels he has the right to pass judgment on the people responsible for fragmenting his linker core, and his bright future. One looking hard into his eyes of grey will see a man who keeps something venomous at bay: retribution.
TSAB Information
Setsuya Amemiya is considered somewhat of a journeyman who wanders through the different sections of the Bureau. Over his 7 year term with TSAB he has been transferred and reassigned several times.
He started his journey touring the of the Ground Forces, Capital City Defense Forces, and Mobile Division sections of the Armed Forces Branch. Now he is an investigations officer agent in the information section of the Executive Branch. Most of these moves were due to the temporary need for his abilities coupled with his inability to move up the ladder, but he seems to have found a secure niche as a mid-level member of the 9th Investigative Unit dubbed INVIX (taken from the roman numeral of 9 and the INV of Investigative) which is given assignments by the executive branch. 9th Investigative Unit is not affiliated with the military branch of TSAB, however many of their assignments see INVIX cooperate with the likes of investigators from the TSAB Armed Forces. Before working in the Executive Branch he had a stint in 3rd Mobile Division which was attached to the military and specialized in forward operations.
He is notable in that he has a mage ranking of A- while being a commissioned officer. This low rating causes him to be overlooked and underestimated and has made it difficult to move up in ranks (hence his frequent movements). Because of his several stints in various Branch sections, he is well-versed in the different aspects of TSAB and can be seen as a jack of all trades.
Amemiya compensates for his lack of magic power with his physicality, using more physical prowess than magic. Longer arias and casting times are usually required because of his low magic output.
History Summary
Amemiya was a victim of the final Book of Darkness incident 10 years ago. His linker core was drained and suffered long-term damage.
In addition to suffering long-term damage to his linker core after it was drained, Amemiya lost out on 2 precious years before he could join make the Bureau. This loss of time (which would have contributed greatly to his development as a mage) as well as his weakened linker core contributed to his shuffling inside TSAB and his inability naturally achieve A Rank (he is A-).
Twice a month, he sees Dr. Yves de Veers in hopes of restoring his linker core back to its original state. Several years ago he learned of the mistress of the Book of Darkness and harbours some ill will towards Lieutenant Colonel Hayate Yagami and her circle of friends.
He may or may not have some connections with the Tiida Lanster (deceased), Regius (deceased) and Auris Gaiz, seeing as he spent a year with Capital City Defense Forces.
Arms and Magic
As mentioned before, Setsuya Amemiya fights in a very physical style, so he is much more a knight than a mage. He makes use of two very distinct styles with the first being to counterattack and disarm. The second style is to strike first, strike often, and to avoid being struck.
Amemiya has the ability to summon Arcane magic because of his heavy reliance on Sirocco. Arcane magic affects the very soul and can twist it, drain it, or destroy it.
Advantages: Has the potential to be an excellent hybrid combatant using fast and devastating physical attacks coupled with good ranged options and defensive abilities. Excels in melee and can be an asset in overcoming anti-magic field environments and other situations where alternative methods must be used.
Disadvantages: While he has the ability to fly, doing so is straining. He is not very well geared for a support role as his spells do not have a fast execution time. Amemiya will usually be dependent on a fullback who can cast support magic as well as boost ups at a high rate. Careless use of Arcane magic can harm the caster.
X-Factor: Amemiya’s command of Arcane magic makes him very dangerous because he conceals this ability and he can use it like a trump card. Arcane magic can also be used very subtly and the victim may not even know the source of his plight. His strain of Arcane magic is particularly volatile and can leave adverse effects on himself.
Devices
Aquilo the Neutralizer
Style: Intelligent Armed Device (Sword)
Attribute: Ice
A wave-bladed sword primarily wielded with both hands. Aquilo includes parrying hooks near the hilt, a sharp point for thrusting and a hook on one edge for trapping other weapons.
Aquilo works on the principle of counteraction. The first attack is always made by the opponent and the main goal is to disarm the opponent. This represents a very defensive but deceptive form of combat.
Refers to its operator as “Master.”
Modes
Shock mode (Default): Used for standard sword fighting and excels in parrying other physical attacks and trapping weapons.
Sting mode: Mid-range energy shooting mode.
Sirocco the Soul Siphon
Style: Intelligent Armed Boost Device (Sword/Staff)
Attribute: Absorption
A curved backsword much like a sabre and wielded with one hand. This is preferred for swifter attacks and increased mobility. Sirocco boosts the user’s magic output by collecting and actively leeching magic energy collected from the immediate surroundings. Magic output can be greatly increased over a short period of time much like a Belka cartridge (spike boost) or marginally over a longer period of time (level boost).
Sirocco is a curious device created by an unknown Arcane mage centuries ago. It became the Amemiya heirloom and was passed down to the first child of each generation until it reached Setsuya.
Refers to its operator as “Danna-sama.”
Forms
Passive form (Default): When Sirocco is sheathed it looks like a mage’s staff. Used much like a staff and allows for more summoning abilities rather than physical attacks.
Active form: used much like a physical sword. Open wounds allow for more magic power to be collected.
Magic
The simplest way to explain Arcane Magic would be to use Final Fantasy XII/X-2's Arcane Magic(k) as an example. For one to use Arcane Magic, sacrifices must be made, such as dealing triple damage but losing a bit of HP yourself. This sacrifice is known as "feedback."
Arcane Magic is really about manipulating the soul, closely related with the linker core. It's a very dangerous type of power that should not be used frequently and each use should be carefully planned out for maximum effectiveness and minimum feedback. Every Arcane ability has the possibility of affecting the caster.
Arcane Arts
Soul Siphon
The most commonly used ability by Amemiya is an absorption type that is embedded in Sirocco itself. There are two types of siphoning, active and passive.
Passive: collects only the excess, free-flowing magic power and soul power in the environment.
Active: forcibly leeches power from living beings and converts it to magic power. Has the potential to drain even the caster's power.
Heat
Removes some mental inhibitions of the target. Target may cave in to irrational behaviour (similar to Final Fantasy's Berserk). May have similar effects on the caster.
Mind Cloud
Softens situational awareness, allowing for greater deception and less attention to detail in a high-pressure situation. (Similar to Confuse)
Grim Reaper
Target experiences near-death, being pushed on the brink of insanity. Only effective on those afraid of their own death.
Sweet Sorrow
Similar to Grim Reaper, the target is assaulted by his own fears and failures. Caster must have knowledge of what the target is truly afraid of for maximum effectiveness.
Soul Sacrifice
Boosts magic output (for a single attack or for a period of time) while weakening caster's defense against Arcane Magic. Very dangerous spell if used frequently.
Salt Wounds
Boosts strength (for a single attack or for a period of time) while weakening caster's physical defense. Very dangerous spell if used frequently.
You'll notice that a lot of these abilities are mind games.
Sirocco Arts – Active Form
Kvant (Quantum) Burst (self)
Increases speed and agility. Lasts a short amount of time
+ Surroundings appear to move at a slower rate
- Reduces mental awareness and physical endurance
Nested Mirror Slash
Multiple sword strikes seemingly performed with only 1 movement.
- If abused, will cause strain on body and long-term injury
Aquilo Arts – Shock Mode
Iceflow (short to mid-range – energy/physical)
After a slash, a wave of ice and magic will travel a distance towards target
+ Can be used in a melee situation
+ Can freeze or slow a target
- Not very effective inside AMF (AMF penetration weak)
- Cannot be initiated inside an AMF (AMF initialisation null)
Icebrand (melee)
Charges the blade with ice
+ Can be used to weaken fire attacks (Fire resist medium)
+ Can freeze or slow a target
+ Residual effects remain inside AMF (AMF penetration strong)

I like the character Kha, and the wrinkles you've put in place. Unfortunately while I enjoy mahou shoujo I don't make myself watch/read much of it so many of the references went right over my head. I can't really offer much in the way of advice right now, sorry.
