That being said, with the inclusion of Izanagi, any Uchiha (besides Itachi and Sasuke...maybe) at any time could be Tobi. In fact, since Danzou learned to use a form of Izanagi, it is possible that anyone could be Tobi. All that's required are Sharigans...
