Yes its an assumption. One that i'm basing on this entire seasons devolpment of the relationship between these 2 characters, lelouchs devolpment and Lelouch generally being a self-sacrificing idiot.
Lets see what makes me think he cares about her:
1.His reaction to her words in EP 7 where he would've chased after her when he believed he hurt her feelings if Rolo hadn't got in the way.
2.The fact that he lost his usual cool-rationale when Kallen got captured and pretty much told Diethard "FU we be going after kallen".
3.When he got pissed at Suzaku for taking kallen away.
4.When he sent Rolo and Sayako to rescue Nunnally they were not exclusively after her alone. Kallens rescue was one of his priorities.
5.When he saved her life in the hanger and told her to "live on"
6.Shirelys death hit him so fucking hard that he abandonded his old life to keep his friends out of the crossfire. Illustrated again with the scene with Rivalz in EP 22.
7.When he paniced at the thought of Kallen throwing her life away for his sake fighting Rolo during the fight in Babel tower .
Really if you don't think he did it for kallens sake theirs something seriously wrong with either you or Taniguchi for wasting so much time on the pairs relationship.
