Because it would cost much less to "make it as a animationless boring book" that turns that scene(s) into full-on hentai porno. It costs about $200,000 to $500,000 (in Yen equivalent) to make a 30 minute anime, where as the cost of printing a few hundred copies of it in doujin form would only around a couple hundred dollars (in Yen equivalent). Plus, the doujin market is relatively unregulated, while the anime industry is moderately regulated. Doujin can get away with the "pointless censoring" that barely covers anything, versus the mosaic censoring of anime, unless the anime is exported out of Japan.

So those are the pros and cons, you do the math of which you prefer in it's raw format.

P.S. It also all started as a "animationless book", so it would just be returning to it's roots.
