That is the Ameteratsu Satellite. In canon Utawarerumono history, the array was designed to destroy all of the last human underground facilities should anything catastrophic occur. Indeed, something did. All the humans turned into slimes, but that wasn't why it was used. It was used by Mutsumi because as you said, she was sealing Iceman through some crazy-daisy procedure.

However, in the anime series, the array does seem a little anonymous since nothing is mentioned about it until you see it. I guess you're suppose to go "what they hey" and shrug it off.

One can only asssume that because of Witsuarumetia's pressence, the experiments within were able to survive and none of the other ones around the planet did. But you're not really suppose to know that, are you...?

Their power? You probably mean just Mutsumi. There's no way to fathom just what kind of power she has. But as for everyone else, safe to say it's pretty much magic or telekinetics with light flares. = o
