To a certain degree, at least. With the first season, there were a number of incentives to purchase the entire show as well (including those "Extra Animation" discs that were recently sent out), so overall the sales didn't fluctuate all
that much between the volumes. But yeah, I for example purchased the sets for only two heroines, but I probably wouldn't have purchased these 4 BDs if not for the omnibus format since I couldn't really justify purchasing 13 volumes. But anyway, yes, I expect the next season to continue to build on that strength in some way, so that's why I expect they'll at least try to do one-disc per heroine for the existing six heroines, but we'll see...
