If Accel really didn't want to go through the lv6 experiment, then he probably didn't have the motivation to try his best to win. It's the same thing as Quetzal/Etzali/whatever the Aztec magician's name is. Part of him had to do it, even though he knew it was wrong.

Accel does dislike Touma for beating him, but who really likes to lose? Also, part of it is because he's being picked on more often. Since he's had his powers ever since he was a kid, I can imagine that he's been treated as a monster since then. People picked on him because he was a monster, and Accel would hurt them in self-defense. The lv6 experiment was supposed to make him powerful enough to where no one would dare touch him anymore. That way, he wouldn't have to hurt anyone back. Ironically, he had to cause more harm in the process.

Until Last Order showed up, Accel was always between a rock and a hard place with his powers.
