I think the whole thing is just playing off the popularity of the US election at the time to get more media coverage and help him recruit. Doubt he thinks he can influence the election substantially, but it's a sure bet that it'll help him and his "cause" if he makes a bigger icon of himself as standing up to the U.S. (seem to remember that being a big part of Saddam's popularity) It's amazing how the media/government immediately takes the stance that he's trying to influence our election rather than build up himself and Al Queda. (though Bush getting reelected would certainly help his recruitment abilities too)
