Mr. Johnny 5 was referring to that. I think he was referring to Naruto's lack of common sense and his inability to understand the basics clearly immedietly, which is what everyone else in the series is capable of doing. Then again Naruto has never been the type to go about his progress in the conventional sense to begin with.
