Well I'm sure the copies of Hyouka is bothering her, but it seems like the issues within the manga society is what's really bothering her.
I don't see what's wrong with Mayaka having issues with cosplay. Just because someone likes anime and manga doesn't mean they want to dress up as a character. She probably joined the club to talk about the series she liked and read them. It's not the cosplay club after all.

That's probably why Oreki told her to act normal because he knew Chitanda would get curious. Whatever it is it's something Oreki knows about but they don't want Chitanda to find out about.
