Adding to that actually creating Akane's key seemed to be a horrible complicated and complex process, involving years of research and work apparently and the culmination of it blew him out of his body entirely. It could be just simply a system limitation that the others can't dock with each other as he may not of had the time or resources to develop something to allow it but I think thinking of Akane's key as the "Master Key" makes a great deal of sense the other girl's keys being a subsystem of Akane's and linked to it.
