Actually, I don't think there are anything like that. They will eventually get in whether they win or lose. It's just a matter of what navigator/units they want to be released first.
On Emma case,
It's true she probably won't win even if she get put into another poll, but keep in mind that there is a chance that the next planned unit to be released is not ready yet (probably still in balancing phase etc) so Emma simply get the liberty to be released for that month instead of having no update at all (Aios Phase doesn't really affect things here, because Leos unit and its variation always get released along with another unit so they have 2 units unlock for that month).
